February 2019 City Council Meeting

Minutes of the Laddonia Board of Aldermen Meeting Held at City Hall, 301 W. 1st Street, Laddonia, MO

 

February 14th, 2019

Meeting was called to order at 6:02 pm by Mayor Hanson.

Welcome to everyone was conducted by Mayor Hanson.

Recording of the aldermen attendance was conducted by the Clerk.

Jensen moved and Garnett seconded to approve the tentative agenda.  Motion passed 3-0.

There were no patron comments to be heard at this time.

There were no building permits to discuss at this time.

Hunn moved and Jensen seconded to approve the minutes from the January 10th, 2019 meeting.  Motion passed 3-0.

Jensen moved and Hunn seconded to approve all the departmental reports.  Motion passed 3-0.

Garnett moved and Jensen seconded to read and vote on the updated golf cart ordinance during next month’s council meeting and to remove golf carts from the motorcycle licensing ordinance.  Motion passed 3-0.

Hunn moved and Garnett seconded to read and vote on the updated ordinance regarding animal control during next month’s council meeting.  Motion passed 3-0.

Jensen moved and Garnett seconded to change the water and sewer rates effective the next billing cycle.  The board held a Public Hearing prior to the regular council meeting and no patrons attended.  The total for the rates will remain the same; the ratio of the rates will be adjusted.  The water rate was 1.3 cents per gallon.  The sewer rate was 1.25 cents per gallon.  This is a total of 2.55 cents per gallon.  The new water rate will be 1.1 cents per gallon.  The new sewer rate will be 1.45 cents per gallon.  The new total is still 2.55 cents per gallon.  This rate change is to combat the water fund overage and the sewer fund losses.  Motion passed 3-0.

Jensen moved and Garnett seconded to approve the new Customer Water and Sewer Billing Policy for Times of a Suspected Customer Leak.  This new policy will assist with residents who have had a substantial water leak.  Citizens will be responsible for the first 4,000 gallons for the water leak which is $102. The city will not charge for any gallons over the 4,000.  Motion was passed 3-0.

Garnett moved and Jensen seconded to move the meeting to a closed session.  Motion passed 3-0.  Meeting was moved to closed session at 8:20 pm.

Closed Session:

Jensen moved and Garnett seconded to renew the term of the City Clerk and Collector, as well as the City Treasurer, having appreciated the good work of both parties.  As city officers they work on a two year term.  Motion passed 3-0.

Garnett moved and Hunn seconded to have a closed session meeting on February 28th, 2019 to review applicants for the City Maintenance Supervisor position.  Motion passed 3-0.

Hunn moved and Jensen seconded to end the closed session and return to open session at 9:14 pm.

Hunn moved and Jensen seconded to adjourn the regular meeting.  Meeting adjourned at 9:15 pm by Mayor Hanson.
