Meeting was called to order at 6:00 pm by Mayor Garnett.
Welcome to everyone was conducted by Mayor Garnett
Recording of the aldermen attendance was conducted by the Mayor Pro Tem Hodges. Alderman Cope was absent.
Davis moved and Lybarger seconded a motion to approve the agenda as amended. Added CCWC Resolution to old business. Added Ordinance discussion for Amendment 3 to new business. Motion passed 3-0.
Patron Comments: Roger and Kimberly Miller introduced themselves as the potential new owners of HOBO Bar & Grill.
Kevin Charleton inquired about requirement to have chickens and rabbit on his property. Attorney Ellis will finalize said requirements. Charlton also inquired as to the status of the proposed basketball court. More information to come in the springs for that issue.
Mr. Robnett was in attendance regarding a building permit he had submitted. Lybarger moved and Davis seconded a motion to approve the permit. Motion passed 3-0.
Old Business:
Lybarger moved and Davis seconded a motion to approve the January 2023 minutes. Motion passed 3-0.
Hodges moved and Davis seconded a motion to approve the January 2023 monthly reports as follows: Clerk’s Report, Collector’s Report, Petty Cash Report, Treasurer’s Reports, Attorney Report; IT Director’s Report, and Public Works Reports. Motion Passed 3-0
Attorney Ellis reported that a court date has been set for 2/27/23 for the dog complaints. Ellis also requested direction of pursuit of delinquent water account.
Supervisor Craft presented plans for maintenance to be performed this spring.
Hodges moved and Davis seconded a motion to approve the January 2023 warrant list. Motion passed 3-0.
Resolution for CCWC. Hodges moved and Davis seconded a motion to pass the resolution.
New Business
Hobo business and liquor license. Tabled until all paperwork is in order.
Interview discussion. Will be held in closed session as it involves personnel.
Street sealing bid. Tabled until a new city clerk is hired.
Letter from Daynes Waste Disposal – informational purposes. Will be published on website.
Amendment 3 discussion. With the passage of Amendment 3 and information that was presented to city leaders at the scheduled Municipalities Meeting, additional passage of ordinances is recommended. More discussion to be held later.
Hodges moved and Lybarger seconded to enter closed session at 7:31pm. Motion passed 3-0.

Hodges moved and Lybarger seconded to enter closed session at 7:31pm. Motion passed 3-0.
Applications for Maintenance, City Clerk, and Waste/Water Treatment positions were reviewed.
Selections of persons to interview were made. Instructions to the Deputy Clerk to schedule interviews of the selectees were given. Interviews will be held Monday, February 12 and Wednesday, February 15.
A special meeting has been scheduled for 6:00 pm on February 21 for hiring decisions.
Lybarger moved and Davis seconded a motion to enter open session at 8:08pm. Motion passed 3-0.
