June 9, 2022 City Council Meeting Minutes

Minutes of the Laddonia Board of Aldermen Meeting Held at City Hall,

Meeting was called to order at 6:08 pm by Mayor Garnett.

Welcome to everyone was conducted by Mayor Garnett.

Recording of the aldermen attendance was conducted by the Mayor Pro Tem.

Cope moved and Cope seconded a motion to approve the agenda. Motion passed 3-0.

Patron comments were heard.

Britney Shamblin asked when pool credits will show on water bills.  Also concerns about stray cats getting into trash.  

City to contact S & R Animal Control to have traps set.

Shamblin also ask about when street repairs would happen. 

Tiffany Tice inquired about regulations to have a pond dug at new home location.  Also, questions regarding job postings and opportunities for community service.

Tyler Meyers has questions about staffing of city hall for citizens to pay water bills. He will not use the drop box or pay online because of the fee associated. Also had several questions regarding job postings and police coverage. He asked about a city watch program.

Larry Meyers complained about water leaks and hiring outside contractors to complete the repairs and not using city staff.

Beverly Meyers states that she still has a water leak.

Bill Wolf asked about the status of the cleanup at 403 S. Grand. Cars being towed, etc. Discussion had regarding a larger problem of condemning /demolishing derelict properties.

Old Business:

Approval of minutes-Hodges moved to approve the minutes from special meetings held on May 19, May 31, and June 6.  Minutes from regular meeting on May 16 were missing from the packet. Davis seconded to approve the minutes presented.  Motion passed 3-0

Cope moved and Davis seconded a motion to approve the May 2022 monthly reports. Motion passed 3-0

Cope moved and Davis seconded a motion to approve the May 2022 Warrant List.  Motion passed 3-0

Budget approval- Discussion held regarding accounts 6017 to allow for the purchase of equipment.  Also discussed consolidating other accounts.  Hodges moved and Davis seconded to approve the 2022-2023 budget with the final adjustments made. Motion passed 3-0

Job Descriptions – Tabled this month.

Personnel Manual- Tabled this month.

Light pole update – project passed to Public Works Supervisor to monitor for completion.  

Property cleanup – in process.

Ordinances Mobile Homes/Building permits. Will need to have a work session. No action taken.

Dollar General update – Serer Easement has been terminated with help of City attorney. Request made for a 911 address – City Attorney will get this completed.

Medal of Honor – Samuel Fuqua – schedule meeting with the committee proposing this. Discussion had regarding the naming of possible new basketball court in his honor. No other action taken.

Cope moved and Davis seconded to enter closed session at 9:28pm.  Motion passed 3-0

Cope moved and Davis seconded a motion to enter open session at 9:58pm.  Motion passed 3-0

Cope moved and David seconded a motion to adjourn meeting.  Motion passed 3-0.  Meeting adjourned as 9:58pm by Mayor Garnett.

Cope moved and Davis seconded to enter closed session at 9:28pm.  Motion passed 3-0

Discussion had regarding additional help to supplement hours City Hall is open.  Tabled with plan to reconvene for special meeting. 

Discussion held regarding the Code Enforcement applicant.  Interview to be scheduled for June 16.

Cope moved and Davis seconded a motion to enter open session at 9:58pm.  Motion passed 3-0

Cope moved and David seconded a motion to adjourn meeting.  Motion passed 3-0.  Meeting adjourned as 9:58pm by Mayor Garnett.
