Meeting was called to order at 6:06 pm by Mayor Garnett.
Welcome to everyone was conducted by Mayor Garnett.
Recording of the aldermen attendance was conducted by the Clerk.
Cope moved and Davis seconded a motion to approve the agenda. Motion passed 3-0.
Patron comments were heard. Alderman Davis and Mayor Garnett to post ordinance violation at 302 Locust.
Cope moved and Hodges seconded a motion to approve the October 2021 meeting minutes. Motion passed 3-0.
Davis moved and Cope seconded a motion to accept the October 2021 warrant list. Motion passed 3-0.
Hodges moved and Cope seconded a motion to purchase a new 2-inch Neptune meter for 202 North Street in the amount of $1420.00. Motion passed 3-0.
Hodges moved and Davis seconded a motion to purchase two ABS pumps from Municipal Equipment at $4759.00 each. Motion passed 3-0.
Hodges moved and Davis seconded a motion to dispose of old signs and unwanted property that has been left in the maintenance shed loft. Motion passed 3-0.
Hodges moved and Davis seconded a motion to advertise for sealed bids for the 1970’s Ditch Witch and the Land Pride tractor blade. Motion passed 3-0.
Hodges moved and Davis seconded a motion to approve all the monthly reports. Motion passed 3-0.
Hodges moved and Davis seconded a motion to place an ad in the Vandalia Leader and the Mexico Ledger for electrical work at the park upon receiving clarification on what to include in the ad. Motion passed 3-0.
Mayor Garnett suggested that employees must notify the Board of Alderman prior to needing a covid test and that employees are to test at Jackson Street Pharmacy and must notify the council of their test results.
Cope moved and Hodges seconded a motion to increase the employee Christmas bonus to $100 per full time employee and $50 per part time employee. Motion passed 3-0.
Hodges moved and Cope seconded a motion to approve the Missouri Rural Services Worker’s Compensation Insurance contract with an annual membership fee of $15. Motion passed 3-0.
Davis moved and Hodges seconded a motion to enter closed session at 8:17pm. Motion passed 3-0.
Davis moved and Hodges seconded a motion to enter open session at 8:29 pm. Motion passed 3-0.
Davis moved and Hodges seconded a motion to adjourn meeting. Motion passed 3-0. Meeting adjourned at 8:29 pm by Mayor Garnett.

Davis moved and Hodges seconded a motion to enter closed session at 8:17pm. Motion passed 3-0.
Hodges moved and Cope seconded a motion to run the police officer ad in the following newspapers: People’s Tribune, Hannibal Courier, Ad Finder, Moberly Monitor, and Lincoln County Journal. Motion passed 3-0.
Cope moved and Davis seconded a motion to run an ad in the Mexico Ledger and the Vandalia Leader for a part-time water plant operator. Motion passed 3-0.
Davis moved and Hodges seconded a motion to enter open session at 8:29 pm. Motion passed 3-0.
Davis moved and Hodges seconded a motion to adjourn meeting. Motion passed 3-0. Meeting adjourned at 8:29 pm by Mayor Garnett.
