Meeting was called to order at 6:00 pm by Mayor Garnett.
Welcome to everyone was conducted by Mayor Garnett.
Recording of the aldermen attendance was conducted by the Clerk.
Hodges moved and Cope seconded a motion to amend the agenda to include a building permit from Robert Boyd, discuss repairing the roof on the building at the lagoon, purchase of a dump truck, and a bid from Jim Deppe. Motion passed 4-0.
Hodges moved and Davis seconded a motion to enter a payment arrangement with account number 51151. The agreement states that commencing the next billing cycle the customer will pay their current bill plus $50 towards their arrears. Motion passed 4-0.
Heath Hall spoke to the council regarding the changes of the engineering report.
Patricia Jackson spoke the council regarding medical insurance quotes for the city employees.
Hodges moved and Cope seconded a motion to explore health insurance options and that the city agrees to pay fifty percent of the employee premium. Motion passed 4-0.
The city discussed a building permit for Robert Boyd. Upon discussion it was concluded that a permit was not necessary.
Cope moved and Snyder seconded a motion to approve a business license from R.S. Tree Service. Motion passed 4-0.
Cope moved and Snyder seconded a motion to approve the September 2021 meeting minutes. Motion passed 4-0.
Snyder moved and Cope seconded a motion to approve a quote from Economy Metals for $694.28 in supplies to repair the roof at the lagoon. Motion passed 4-0.
Hodges moved and Davis seconded a motion to accept a quote from Rolla Truck and Trailer to purchase a dump truck. The amount is not to exceed $25,000. Motion passed 4-0.
Snyder moved and Cope seconded a motion to accept the August and September 2021 warrant list. Motion passed 4-0.
Snyder moved and Cope seconded a motion to approve all the monthly reports. Motion passed 4-0.
Hodges moved and Cope seconded a motion to run an add in the Vandalia Leader and Mexico Ledger to solicit bids to upgrade lighting inside City Hall offices. Motion passed 4-0.
Snyder moved and Cope seconded a motion to enter closed session at 8:42pm. Motion passed 4-0.
Hodges moved and Cope seconded a motion to enter open session at 9:16 pm. Motion passed 4-0.
Davis moved and Snyder seconded a motion to adjourn meeting. Motion passed 4-0. Meeting adjourned at 9:16 pm by Mayor Garnett.

Snyder moved and Cope seconded a motion to enter closed session at 8:42pm. Motion passed 4-0.
Hodges moved and Cope seconded a motion to hire Eddie Craft at $12 per hour pending a passing 14 panel drug test with the council completing his 90 day review. His start date would be 10/18/2021. Motion passed 3-0. Davis- aye, Snyder-nay, Hodges- aye, Cope- aye.
Hodges moved and Davis seconded a motion to run an ad in the following newspapers for a police officer: Mexico Ledger, Vandalia Leader, Bowling Green, and Wellsville Optic. Motion passed 4-0.
Snyder moved and Davis seconded a motion to hire Jared Landis back as part-time, working 20 hours per week, 2 weekends per month, and he must submit his weekly schedule to Mayor Garnett along with his personal cell number. Motion passed 4-0. Snyder- aye, Davis- aye, Cope- aye, Hodges- aye.
Hodges moved and Cope seconded a motion to enter open session at 9:16 pm. Motion passed 4-0.
Davis moved and Snyder seconded a motion to adjourn meeting. Motion passed 4-0. Meeting adjourned at 9:16 pm by Mayor Garnett.
