Meeting was called to order at 6:00 pm by Mayor Pro Tem Hodges.
Welcome to everyone was conducted by Mayor Pro Tem Hodges.
Recording of the aldermen attendance was conducted by the Mayor Pro Tem Hodges. Mayor Garnett absent.
Lybarger moved and Cope seconded a motion to approve the agenda as presented. Motion passed 4-0.
Patron Comments: Mr. Hogue brought forward a complaint about 2 aggressive pit bulls in the area and he had contacted the Audrain County Sherrif’s office regarding this. Attorney Ellis addressed this matter and told residents that a referral had been made to animal control and that he would be contacting Mr. Hogue. Discussion was had about the same dogs menacing others and that other complaints have been made.
Trisha Jackson of Melahn Insurance Agency gave a final proposal for health insurance with Anthem Blue Cross through the Chamber of Commerce plan. Three plans were presented with various deductible levels. Options of adding vision, dental, life insurance and short-term disability were given.
After discussion Lybarger moved and Cope seconded a motion that the City offer and cover 100% of the Health, Vision, Dental, Life-Insurance, and Short-Term Disability coverage to full time employees. Motion passed 4-0.
Old Business:
Davis moved and Lybarger seconded a motion to approve the November 2022 minutes. Motion passed 4-0.
Davis moved and Lybarger seconded a motion to approve the November 2022 monthly reports. Motion Passed 4-0
Treasurer Parrish commented that the annual audit came back with no comments this year and will be distributed.
Crewse is researching a Cyber Security Grant. Hodges will reach out to the Mark Twain Council of Governments for more information.
Vogt reported that the water plant is running normally. The irrigation pump has been repaired and pumping of lagoons has resumed to prepare for winter. He also reported that 23 water leaks have been repairs and there are 4 remaining to be repaired.
Davis moved and Cope seconded a motion to approve the November 2022 warrant list. Motion passed 4-0.
Hodges reported that the Samuel Fuqua event was a success and came in under budget.

Lybarger moved and Davis seconded to enter closed session at 6:56pm. Motion passed 4-0.
Lybarger moved and Cope seconded a motion to enter open session at 7:18pm. Motion passed 4-0.
Davis moved and Lybarger seconded a motion to adjourn meeting. Motion passed 4-0. Meeting adjourned as 7:18pm by Mayor Pro Tem Hodges.

Lybarger moved and Davis seconded to enter closed session at 6:56pm. Motion passed 4-0.
Completed employee review were reviewed for presentation to the employees.
Christmas bonuses for employees were discussed.
Davis moved and Cope seconded that the bonus amount this year will be $100 for all employees. Motions passed 4-0.
Parrish said that these would be paid out before Christmas.
Lybarger moved and Cope seconded a motion to enter open session at 7:18pm. Motion passed 4-0.
Davis moved and Lybarger seconded a motion to adjourn meeting. Motion passed 4-0. Meeting adjourned as 7:18pm by Mayor Pro Tem Hodges.
