Minutes of the Laddonia Board of Aldermen Meeting Held at City Hall,

Meeting was called to order at 6:03 pm by Mayor Pro Tem, Tresa Hodges.

Welcome to everyone was conducted by Mayor Pro Tem, Tresa Hodges.

Recording of the aldermen attendance was conducted by the Mayor Pro Tem.

Cope moved and Lybarger seconded a motion to amend the agenda to add discussion of the basketball court, emergency management director, tax rate hearing (for next month), code enforcement report and to approve the agenda. Motion passed 4-0.

There were no patron comments.

Eddy Craft gave a presentation regarding water leaks and past splices.  He stated we should not be using the blue poly for these repairs.  Maintenance will be using the proper methods and equipment going forward.  He also stated that a lack of shutoff valves requires changing the fittings “hot”.  He presented a map of a portion of the city’s water lines and pointed out that we have water lines that have not been mapped.

Megan Vogt gave a presentation regarding copper and lead testing.  She stated the following:  New regulations are required, EPA and DNR “Water Protection Program” have modified the water drinking standards, DNR is asking for residents to take 1 liter samples (from the provided bottles)- 10 are requested from interior taps from 10 homes, if >10% of samples collected exceed thresholds then action will be required, a form and procedures for the water draw were provided, this will be an annual testing effort, all lead and copper samples must be returned within 2 weeks (by 7/29/2022).

Kevin Charlton gave a presentation regarding the new basketball court.  He stated that it would be on the lot south of the city park that was donated for recreational use.  This would be 120’ down 4th and 240’ down Elm.  He has laid out a regulation-sized basketball court to be surrounded by fencing and benches.

The timeline for this project would be by 12/6/2022.  The light fund to cover the lighting for the court (switch on a pole).  There would be running water for a fountain as there already is a water main nearby.  This was just information only, no action requested or taken at this time.

Cope moved and Lybarger seconded to approve a building permit for Thomas Labenecki.  Motion passed 4-0.

Lybarger moved and Davis seconded a motion to approve the June 2022 meeting minutes. Motion passed 4-0.

Cope moved and Lybarger seconded a motion to approve the June 2022 Warrant List.  Motion passed 4-0.

Lybarger moved and Cope seconded a motion to approve and add the Code Enforcement, Maintenance Worker, and Water Plant/Distribution /Wastewater Operation descriptions and place them in the manual.  Motion passed 4-0.

Personnel Manual was tabled for next month.

Council discussed the update on the light pole, no action taken.

City Attorney to draft ordinance revisions regarding a time limit for any permitted building to be completed without special approval for a longer time frame.

Dollar General is moving along.  The concrete is poured with a September timeline.

Bushman from Jefferson City is coordinating with Hodges regarding the details for presentation for the Medal of Honor for Samuel Fuqua.

Cope moved and Davis seconded a motion to approve a bulk water rate of $0.03 per gallon.  Motion passed 4-0.

The council discussed needing to have a hearing set next month for the tax rate.  A notice will be posted for a hearing for the tax hearing at 5:30 on the second Thursday of next month.

Cope moved and Davis seconded a motion for the county to handle the Emergency Management Director.  Each municipality needs one, either appointed from within the citizenry or to opt for the county to manage the city’s response.  A table-top scenario is being set up for August.  Motion passed 4-0

Cope moved and Lybarger seconded a motion to enter closed session at 8:5pm. Motion passed 4-0.

Lybarger moved and Davis seconded a motion to enter open session at 9:03 pm. Motion passed 4-0.

Lybarger moved and Davis seconded a motion to adjourn meeting. Motion passed 4-0. Meeting adjourned at 9:03 pm by Mayor Pro Tem.

Cope moved and Lybarger seconded a motion to enter closed session at 8:5pm. Motion passed 4-0.

Cope moved and Lybarger seconded a motion to task the city attorney with researching FMLA options.  Motion passed 4-0.

Lybarger moved and Davis seconded a motion to enter open session at 9:03 pm. Motion passed 4-0.

Lybarger moved and Davis seconded a motion to adjourn meeting. Motion passed 4-0. Meeting adjourned at 9:03 pm by Mayor Pro Tem.
