Minutes of the Laddonia Board of Aldermen Meeting Held at City Hall,

Meeting was called to order at 6:00 pm by Mayor Garnett.

Welcome to everyone was conducted by Mayor Garnett

Recording of the aldermen attendance was conducted by the Mayor Pro Tem Hodges.  Alderman Lybarger was absent.

Davis moved and Cope seconded a motion to approve the agenda.  Motion passed 3-0. 

Patron Comments:  Jackie Wood was present with questions regarding placement of a mobile home she is having placed a 200 Chestnut.  A variance of her original building permit was granted to allow placement chance that will not result in removing trees and other structures.  New address will have a 2nd Street address. 

Don Furlong was present to inquire the permit process to allow chickens.  A new livestock permit, and fee schedule were presented.  Davis moved and Cope seconded a motion to approve the permit and fee.  Ther permit fee is $3.50 and is to be renewed annually. 

Amanda Fischer was present to inquire about the space at city park where the pavilion/grandstand used to be.  She has suggested a “mini splashpad”, of sorts.  More discussion to be had later.

Kevin Charleton was present to inquire about the basketball court.  Mayor Garnett said that this will be starting as weather gets warmer and city hall is now staffed to assist in the bidding process.

Carrie Risenhoover was introduced as the new city clerk.

Don Decker was present to ask for support of the ambulance tax that is on the April 4 ballot.

Leslie Meyer and Carl Donaldson were present to present the city with framed prints of the gravesite of RADML Sam Fuqua that she had taken of a recent trip to Washington D.C.

Old Business:

Cope moved and Davis seconded a motion to approve the February 2023 minutes. Motion passed 3-0.

Hodges moved and Davis seconded a motion to approve the February 2023 monthly reports as follows:  Clerk’s Report, Collector’s Report, Petty Cash Report, Treasurer’s Reports, Attorney Report; IT Director’s Report, and Public Works Reports.  Motion Passed 3-0

Hodges moved and Davis seconded a motion to approve the February 2023 warrant list. Motion passed 3-0.

Update of livestock permit-see above.

Update on MFA water agreement – no update currently.

Water Shut offs – Discussion regarding account 404 and bankruptcy.  The previous special agreement was defaulted on and water has been turned off.  The customer has proposed another special agreement.  Hodges moved and Cope seconded a motion to allow water to be turned on again provided the reconnection fee is paid prior to reconnect and the customer pays all of the current bill plus an additional amount of $50 each month to address the past due amount.  Missed payments will result in the disconnection of services and no further considerations will be made.  Motion passed 3-0.

Farmall Tractor – No action.  Parts are still 6 months out.

New Business

Insurance for new hires – Trisha Jackson from Melan Insurance will be on site March 15 to enroll all new hires.

Park picnic tables – no action.

Hodges moved and Davis seconded to enter closed session at 8:15pm. Motion passed 3-0.

Davis moved and Hodges seconded a motion to enter open session at 8:16pm.  Motion passed 3-0.

Davis moved and Hodges seconded a motion to adjourn meeting.  Motion passed 3-0.  Meeting adjourned as 8:17pm by Mayor Garnett.

Hodges moved and Davis seconded to enter closed session at 8:15pm. Motion passed 3-0.

The only item is the review of City Treasurer, Nick Parish.  This will be done in April.

Davis moved and Hodges seconded a motion to enter open session at 8:16pm.  Motion passed 3-0.

Davis moved and Hodges seconded a motion to adjourn meeting.  Motion passed 3-0.  Meeting adjourned as 8:17pm by Mayor Garnett.
