Meeting was called to order at 6:01 pm by Mayor Garnett.
Welcome to everyone was conducted by Mayor Garnett.
Recording of the aldermen attendance was conducted by the Mayor Pro Tem.
Lybarger moved and Davis seconded a motion to approve the agenda as amended. Motion passed 4-0. Items added were as follows. Patricia Jackson to present health insurance proposal and new business, posting of city clerk position, and setting holiday hours for Thanksgiving,
Patricia Jackson of Melahn Insurance Agency gave a proposal for health insurance with Anthem Blue Cross through the Chamber of Commerce plan.

Old Business:
Lybarger moved and Davis seconded a motion to approve the October 2022 minutes. Motion passed 4-0.
Davis moved and Lybarger seconded a motion to approve the October 2022 monthly reports. Motion Passed 4-0
Lybarger moved and Davis seconded a motion to approve the October 2022 warrant list. Motion passed 4-0.
Updates were given on the planning of the Samuel G. Fuqua Highway Dedication Ceremony. Plans finalized to date are the location of the luncheon to be held (Carlson House, Mexico, MO. Press release to be completed by Matt Pilger, Mexico Ledger. Tony Robertson, Central Bank will be the MC and David Pickering will be the photographer. Hodges moved and Lybarger seconded a motion to increase the city’s budget in the Miscellaneous Account to $3000 to cover the costs of this ceremony. Motion passed 4-0
Employee Health Insurance – Proposal heard from Patricia Jackson, Mahahn Agency and a proposal from Chad Rosenstengal from Gallaher Insurance Group. The Council will review these proposals and have a decision made by the December meeting and will have health insurance available for employees effective January 1.
New Business
City Clerk Position – The Council will have an ad ready to submit at the December meeting that includes requirements, etc. of what the position will be going forward.
Set Holiday schedule for Thanksgiving – Davis moved and Lybarger seconded a motion that City Hall will be closed on the Friday after Thanksgiving and that this will be a paid holiday for employees. Motion passed 4-0.
Hodges moved and Davis seconded to enter closed session at 7:13pm. Motion passed 4-0.
Lybarger moved and Davis seconded a motion to enter open session at 8:40pm. Motion passed 4-0.
Davis moved and Lybarger seconded a motion to adjourn meeting. Motion passed 4-0. Meeting adjourned as 8:41pm by Mayor Garnett.

Hodges moved and Davis seconded to enter closed session at 7:13pm. Motion passed 4-0.
Employee Review were completed to be presented to employees later.
Lybarger moved and Hodges seconded that the maximum merit pay increase will set at 15% and will depend on the scoring of the reviews. Motion passed 4-0.
Lybarger moved and Davis seconded a motion to enter open session at 8:40pm. Motion passed 4-0.
Davis moved and Lybarger seconded a motion to adjourn meeting. Motion passed 4-0. Meeting adjourned as 8:41pm by Mayor Garnett.
